Support HARAKAT on the development of its five-year Strategic Plan covering period 2016-2020

AKS conducted a study for the development of five year strategy to support HARAKAT on enabling business environment in Afghanistan and to analyse changes in Afghanistan’s business enabling environment since Harakat’s inception, assess the current environment and, by identifying current weaknesses, identify potential priority focus areas for Harakat in the next phase.

The task also required to review how Harakat has been implemented to date, its performance and results achieved, identifying gaps, challenges and lessons to be learned, including from similar organisations or those working in the business enabling environment, using this evidence to make recommendations to inform the Strategic Plan, including on operational modalities. Also to review the contents and recommendations of the 2014 Organisational Development Review conducted for DFID, including identifying which recommendations could or should be incorporated into the new Strategic Plan
