Independent Administrative Reform and Civil Service Commission

Working in partnership with IARCSC facilitating Public Administration Reform (PAR) proposed Project Management Unit (PMU), this task required the development of an Implementation Plan and Action Plan for the F-PAR PMU, in line with the mandates and plans of the IARCSC Civil Service Management Department (CSMD), for 2016-17, including a timed Roadmap of actions and owners, a PMU Work Plan, Risk Table and Matrix, outline annual budgets for the project period to 2020, and identifying agreed and potential sources of funding for the project period.
The task required consultation within IARCSC, with the Office of the Special Representative for Reforms and Good Governance, and with identified international donor and implementing partners.

In parallel, the task required identifying protocols and systems that would enable the F-PAR PMU to support the IARCSC’s Business Process Simplification programme, to support the achievement of the Afghan Government’s e-Governance System Development Targets, and for on-the-job capacity building against identified needs for relevant IARCSC tashkeel staff
